I was not a fan of reading as a young child, I'll admit it but it wasn't for lack of trying, it was for the struggle that was involved. I was a struggling reader and I spent hours in the reading lab at my elementary school every week for years. Reading is critical in life, we all know that but it's also critical to learn the different aspects of reading that will help your child succeed such as fluency and phonemic awareness. We hope you will enjoy our wonderful feature article about reading fluency from Carleen Paul, M.S., ET/P, of Skills for Success Reading Center.

When they begin to read, it is definitely a milestone that ranks right up there with taking first steps. As they grow and we begin to share with them the books we read as kids it can be a great reminder that, while times have changed since we were kids, many of those 'classics' that we grew up reading are still wonderful, appropriate, entertaining books for our children. They say that the most successful child readers are those that come from homes in which the parents are reading, so put a good book on your to-do list, too!

March 2 marks the National Education Association's (NEA) Read Across America Day. Each year the NEA marks a day on or near March 2 as a day to celebrate reading and calls for every child to be reading in the company of a caring adult. It also marks the birthday of Dr. Seuss and many schools and classrooms celebrate with fun Dr. Seuss activities. Find out what activities are happening in your school. The NEA has a great website with lots of ideas and suggestions that could be implemented in your child's classroom, your local library or even at home. We encourage you to share some of the fun ideas with your child's classroom teacher or offer to put together a fun Seuss-themed activity or party!

Here are some suggestions for knowing where to start when it comes to reading to children:

  • Read for 20 minutes every night with your child, no matter their age.
  • BookAdventure.com is a FREE reading motivation program for children in grades K-8 where they create their own book lists from over 7,000 titles, take multiple choice quizzes on the books they've read, and earn points and prizes.
  • The American Library Association provides lists of Notable Children's Books, Newberry Award Books, and Top Ten Lists to help parents as they assist their kids in choosing appropriate reading materials.
  • Summer Reading Programs- Your children can participate in your local library's summer reading program.
  • Accelerated Reader- The Accelerated Reader Program is often incorporated into school curriculum as a way to encourage students to read. Ask your child's teacher or school librarian if this program is available.

Fluency can be elusive for many children with reading challenges, but parents can make a difference.

To become a fluent reader, a child must be able to read printed material with speed , accuracy and proper expression - all skills which aid in reading comprehension.

Research over the past two decades has identified Repeated Reading as the key strategy for improving children's fluency skills (NICHD, 2000).  In Repeated Reading, children reread the text to practice in the same way musicians master a song on an instrument.  The child works with each text until the oral reading is fluent.

Repeated Reading Activities - Paired Reading:

  1. Each day, read a brief passage to your child - modeling good reading skills while pointing  to each word.
  2. This is followed by you and your child rereading the text together several times. To ensure that your child is looking at the words, have him/her point to each word with a finger or a card as you both read the text aloud together.
  3. After your child feels comfortable reading the passage with you, have him/her read the text to you.
  4. As your child reads independently to you, correct each error by immediately saying the correct word, and then have your child repeat the word correctly.
  5. When reading is complex, ask your child comprehension questions so ensure that he/she is attending to the content of the passage.

Rasinski (1995) found that children who engaged in paired reading made significant gains in as little as five weeks over children without this reading support.

Eastvale - The Local Agency Formation Commission (LAFCO) approved Eastvale's incorporation 6-0 during the Jan. 21 meeting, bringing a three-year effort nearly to an end. LAFCO's approval came just in time for the incorporation to make it to the June 8 ballot to get one final approval before becoming an official city - that of the voters. Should voters approve incorporating, final in-corporation is on schedule to be complete by October 1. Other issues on the ballot include whether the council members for Eastvale should be voted in by districts or at-large, and selecting five council members. LAFCO approved the eastern boundary for Eastvale at the 15 Freeway, incorporating the Eastvale Gateway shopping
center.

The Eastvale Incorporation Committee (EIC) decided that Eastvale's eastern boundary will be at the 15 Freeway because Eastvale is not financially viable at Wineville due to an additional fire station that would be needed to service those areas. With the border at the 15 Freeway, Eastvale becomes viable as a city, although the revenue neutrality payments to the county (about $1 million a year) put Eastvale very close to just breaking even. In order to vote in the June election, residents must be registered to vote in Riverside County by May 24. Residents who are interested in running for Eastvale City Council may pull papers beginning Feb. 15 through March 12. Jurupa, who was seeking incorporation at the same time as Eastvale and was supposed to address the commission during the Jan. 21 meeting, asked for a continuation. LAFCO agreed to postpone the public hearing for Jurupa to March 25. By becoming an independent city, Eastvale will assume local control over development and land use issues; local control over police and fire services; benefits of state and federal funding sources for service increases that are available to other cities; have local decisions made by locally elected officials; and local control over public works matters.

Eastvale was once a rural area that was predominantly dairy farms and agricultural until the late 1990s, when the area began to suburbanize to accommodate the migration of residents from Los Angeles and Orange County who were looking for affordable housing. According to a 2005 census update, Eastvale is home to more than 42,000 people, 12,000 households and 10,700 families. Eastvale is situated in California's 44th congressional district and is represented in the U.S. House of Representatives by Ken Calvert. It is under the jurisdiction of the Second District of Riverside County and Supervisor John Tavaglione. For more information, visit www.eastvaleinc.org or www.GOEastvale.com.
